The Department of Defense Manages an Enormous Built Environment
The U.S. Department of Defense manages one of the largest real-property portfolios in the world.
According to the U.S. Government Accountability Office, DoD’s real-property portfolio included more than 700,000 facilities with a combined replacement value of approximately $2.2 trillion as of fiscal year 2023.
A separate August 2026 GAO report states that DoD had invested an average of approximately $14.6 billion annually during the preceding five years to construct new facilities through military construction.
Those figures do not imply that Big Floor Plans participates in that portfolio.
They establish the scale and capital significance of the defense-facilities environment.
For a project team working on a specific facility, the relevant question is narrower:
Are there selected spatial relationships that deserve physical review before they become completed construction or installed equipment?
What Is Full-Scale Defense Facility Layout Review?
A full-scale facility-layout review converts selected horizontal information from the current project drawing into a physical 1:1 reference.
One foot in the approved source drawing corresponds to one foot on the physical print.

DoD Facilities Are Governed by an Extensive Criteria System
Defense-facility projects do not operate from a generic commercial-building rulebook.
The Whole Building Design Guide Unified Facilities Criteria library is the authoritative public portal for the DoD Unified Facilities Criteria program.
WBDG explains that UFC criteria provide planning, design, construction, sustainment, restoration and modernization criteria for Department of Defense facilities.
The program is jointly administered by:

U.S. Army Corps of Engineers;

Naval Facilities Engineering Systems Command; and

Air Force Civil Engineer Center.
Different facility types and DoD components may have different applicable UFC, Facilities Criteria, specifications and program requirements.

MIL-STD-1472 — Human Engineering Is an Active Defense Design Standard
The Defense Logistics Agency ASSIST database lists MIL-STD-1472, Human Engineering, as an active military design-criteria standard with a current document date of April 10, 2026.
Its stated scope establishes general human-engineering design criteria for military:

systems;

subsystems;
-
equipment; and
-
facilities.
That makes human-scale relationships relevant to certain defense design questions.
But a full-scale print is not a MIL-STD-1472 evaluation or certification.
For example, physically standing at a proposed console or walking a passageway may help participants formulate questions.
It does not independently prove that the design satisfies the applicable human-engineering requirement.
The responsible HSI, design and program teams retain that authority.
Interior Design and Facility Planning Criteria Also Matter
The DoD UFC 3-120-10 Interior Design criteria cover general technical requirements for building-related and furniture-related interior-design projects.
WBDG describes the criteria as applicable to new construction and renovation, including schematic design, design development, construction documents, procurement documentation and project presentations.
A physical 1:1 plan can complement that professional process where selected horizontal relationships would benefit from full-scale discussion.
It cannot replace the requirements.
Likewise, different specialized facilities may be governed by different UFC and component-specific criteria.

The DoD Controlled Unclassified Information Program explains that DoD Instruction 5200.48 establishes policy and procedures for CUI throughout the Department of Defense.
The National Archives CUI Registry specifically identifies Controlled Technical Information as technical information with military or space application that is subject to controls.
Its examples include:

Do not assume a floor-plan drawing is safe to email simply because it is unclassified.
The program, contracting authority, security office or other responsible party should determine:

what markings apply;

what transmission method is authorized; and

Export-Controlled Information
The National Archives CUI Registry also maintains an Export Controlled CUI category.
That category can include unclassified information concerning items, technology or technical information controlled under applicable export laws and regulations.

How a Defense Facility Print Would Be Ordered
1. Determine Information Classification and Handling Requirements First
Before submitting a file, confirm whether the information is:

publicly releasable;
-
ordinary unclassified information;

CUI;
-
controlled technical information;
-
export controlled;
-
classified; or
-
subject to another program restriction.
If the file is not suitable for standard commercial transmission, do not send it.
2. Send Only Approved Information
For ordinary accepted projects, Big Floor Plans works from a customer-supplied PDF.
Vector PDF is preferred where available.
3. Define the Review Footprint
The customer can select only the approved area required for the review rather than automatically transmitting or printing the entire facility.
This can reduce:

4. Review the Digital Proof
A proof is typically prepared in approximately 48 hours after usable accepted project information is received.

5. Production
Typical standard production is 5–7 business days after proof approval.
