Quick Answer: What Is a Full-Scale Accessibility Walkthrough?

A full-scale accessibility walkthrough is a preconstruction review of selected project geometry reproduced at the same horizontal dimensions intended for construction.

One foot on the approved plan becomes one physical foot on the printed layout.

Instead of discussing a doorway only as a dimension, the project team can approach it.

Instead of looking at a turning-space symbol, the team can physically occupy the area.

Instead of reviewing an accessible route as separate segments, participants can walk the proposed path from one destination to another.

Instead of reviewing a toilet-room fixture in isolation, the project team can examine the interaction among the door, water closet, lavatory, partitions, turning space and surrounding circulation.

The print does not determine whether those conditions comply.

It makes the condition being reviewed easier to identify and communicate.

ADA Accessibility Is More Than One Dimension

Accessibility failures often occur not because a project team has never heard of a required dimension, but because several requirements and project elements interact inside the same space.

A doorway may provide the intended clear opening but still create a maneuvering question because of:

  • approach direction;

  • latch-side conditions;

  • door swing;

  • adjacent wall geometry;

  • a second door;

  • furniture;

  • casework;

  • nearby plumbing fixtures.

A corridor may appear wide enough until cabinets, displays or equipment are introduced.

A toilet room may contain the expected fixture clearances individually while several clear areas compete with one another.

A service counter may work in elevation but create a circulation conflict once the queue is included.

A full-scale print gives the responsible professionals another way to evaluate those interactions.

ADA, Building Codes and Accessibility Standards Are Not the Same Thing

One of the most important accessibility distinctions is also one of the most frequently blurred online.

The Americans With Disabilities Act Is Federal Civil-Rights Law

The ADA is federal law.

The U.S. Department of Justice publishes the official 2010 ADA Standards for Accessible Design.

Those Standards contain both scoping and technical requirements for covered new construction and alterations under Titles II and III.

ICC A117.1 Is a Separate Accessibility Standard

ICC A117.1, commonly called Accessible and Usable Buildings and Facilities, is a separate technical standard developed through the International Code Council / ANSI process.

It is commonly referenced through model building codes and state or local adoption.

It should not be described as “the ADA.”

The edition that applies can depend on the building code adopted by the relevant jurisdiction.

The IBC Has Its Own Accessibility Scoping

The International Building Code includes accessibility requirements, including accessibility provisions associated with Chapter 11.

A jurisdiction may adopt a particular edition of the IBC, modify it through local amendments and reference a particular edition of ICC A117.1.

Federal and Local Requirements Can Apply at the Same Time

A design can therefore be subject to more than one accessibility framework.

The project team may need to evaluate:

Federal ADA requirements + state accessibility requirements + locally adopted building code + referenced technical standard + project-specific laws or regulations.

ADA Title III: Public Accommodations and Commercial Facilities

ADA Title III addresses places of public accommodation and commercial facilities.

The DOJ identifies public accommodations as businesses and facilities generally open to the public within covered categories such as restaurants, hotels, retail stores, theaters, private schools, recreation facilities and professional offices.

New construction and alterations of covered public accommodations and commercial facilities are subject to the applicable ADA design requirements.

The official federal source is the U.S. Department of Justice ADA Title III information.

A commercial accessibility walkthrough may therefore be relevant to projects such as:

  • retail tenant improvements;

  • restaurants;

  • hotels;

  • healthcare offices and clinics;

  • private educational facilities;

  • entertainment venues;

  • professional offices;

  • commercial facilities;

  • mixed-use commercial spaces.

The applicability of Title III to a specific project is a legal and professional determination, not a BFP determination.

ADA Title II: State and Local Government Facilities

Not every project should be described as Title III.

Facilities constructed or altered by or for state and local governments are generally addressed under ADA Title II rather than Title III.

That distinction can matter for:

  • public schools;

  • municipal buildings;

  • police and fire facilities;

  • libraries;

  • recreation centers;

  • government offices;

  • public healthcare facilities;

  • other public-entity projects.

The same 1:1 physical-review concept may be useful, but the project team must apply the correct legal and regulatory framework.

This is one reason the BFP page is properly described as an ADA & Accessibility Layout Review resource rather than a service that “certifies Title III compliance.”

Multifamily Housing Can Involve the Fair Housing Act

Residential accessibility can involve a different federal framework.

The DOJ’s own ADA Standards note that certain residential facilities may also be subject to the Fair Housing Act and other federal requirements.

Certain multifamily residential buildings with four or more dwelling units are subject to Fair Housing Act design-and-construction accessibility requirements when the statutory requirements apply.

ADA, Fair Housing, Section 504 and state/local accessibility rules can overlap differently depending on ownership, funding, use and project type.

For ordinary single-family aging-in-place planning, use the separate Aging-in-Place Walkthrough rather than treating that residential decision as ADA Title III compliance.

Review Door Clear Width at Full Scale

The U.S. Access Board’s accessibility standards provide one of the most familiar ADA dimensions:

door openings generally provide at least 32 inches of clear width where the requirement applies.

The measurement is not simply the nominal width written on a door schedule.

For a swinging door, clear opening is measured between the face of the door and the stop with the door open 90 degrees.

The applicable standards include exceptions and additional requirements.

A 1:1 layout can represent the door leaf, opening and surrounding geometry so the project team can physically examine the proposed relationship.

The governing project documents and responsible professionals determine compliance.

Door Maneuvering Clearance Is More Than Door Width

A door can provide adequate clear opening and still create an accessibility question.

The DOJ/Access Board requirements for manual-door maneuvering clearance depend on factors including:

  • direction of approach;

  • push or pull side;

  • hinge side;

  • latch side;

  • door closer;

  • latch;

  • adjacent geometry.

This is one reason accessibility plans contain several different maneuvering-clearance diagrams.

At full scale, the team can approach the door from the same direction a user would travel and compare the intended maneuvering area with:

  • partitions;

  • cabinets;

  • furniture;

  • other doors;

  • toilet fixtures;

  • equipment;

  • queues;

  • reception desks.

Walk the Door Approach, Not Just the Door

A useful accessibility walkthrough asks:

Where is the person coming from?

A door that appears isolated on a plan may operate very differently when approached from:

  • a narrow corridor;

  • a waiting room;

  • an exam room;

  • a toilet room;

  • a restaurant aisle;

  • a hotel guest-room corridor;

  • a retail queue.

Walking the approach can make the design question more specific before hardware, framing or adjacent built-ins are committed.

Wheelchair Turning Space at Full Scale

The 2010 ADA Standards provide two basic forms of turning space:

  • a circular turning space; or

  • a T-shaped turning space.

Under the federal 2010 Standards, the familiar circular turning space is 60 inches minimum in diameter.

A T-shaped alternative can also comply when configured according to the Standards.

This is an important correction to older BFP wording:

the 60-inch federal turning-space requirement comes directly from the 2010 ADA Standards. It should not be attributed generically to “ANSI A117.1” without identifying the actual adopted edition and requirement being used.

The project team can print or mark the turning area that its professional design team has determined applies.

Participants can then compare the intended space against the actual proposed:

  • doors;

  • partitions;

  • casework;

  • plumbing fixtures;

  • furniture;

  • equipment.

Accessible Routes: Walk the Complete Path

Accessibility is rarely one isolated circle or doorway.

A person may need a continuous accessible route connecting:

  • entrances;

  • parking or arrival areas;

  • reception;

  • waiting;

  • elevators;

  • guestrooms;

  • offices;

  • seating;

  • service counters;

  • restrooms;

  • clinical spaces;

  • dining areas;

  • exits;

  • other required destinations.

A 1:1 print allows the project team to physically trace that path and identify locations where separate design decisions interact.

The Familiar 36-Inch Accessible-Route Dimension Has Context

Under the federal 2010 ADA Standards, the clear width of walking surfaces is generally 36 inches minimum.

The Standards also permit certain limited reductions to 32 inches minimum for a maximum length of 24 inches, with required separation between those reduced-width segments.

Additional space can be required for:

  • turns;

  • passing;

  • door maneuvering;

  • other specific conditions.

That is why an accessibility resource should not simply say:

“ADA hallways are 36 inches.”

The actual requirement depends on what the element is, how it is used and which provision applies.

The project professional must evaluate the actual condition.

180-Degree Turns Can Require More Space

Accessible routes that make a 180-degree turn around a narrow obstruction can require greater width through the turn.

This is exactly the kind of spatial condition that can be difficult for non-specialists to interpret when several dimensions are shown around one plan symbol.

A physical walkthrough can help stakeholders understand why the geometry changes through the turn.

The architect or accessibility professional remains responsible for determining the correct dimensions.

Protruding Objects and Circulation Paths

Accessibility is not limited to wheelchair geometry.

The ADA Standards also address objects that can create hazards for people with vision disabilities.

Under the federal Standards, objects with leading edges more than 27 inches and not more than 80 inches above the floor are generally limited to 4 inches of horizontal protrusion into a circulation path, subject to the actual provision and exceptions.

The U.S. Access Board ADA Accessibility Standards provide the authoritative requirements.

Potential project elements can include:

  • wall-mounted equipment;

  • televisions;

  • displays;

  • cabinets;

  • shelving;

  • signs;

  • drinking fountains;

  • fire-protection cabinets;

  • artwork;

  • architectural features.

What a Flat Print Can—and Cannot—Show About Protruding Objects

A flat floor print can identify:

  • the horizontal location of the object;

  • the proposed circulation path;

  • the amount of horizontal encroachment represented in plan.

It cannot establish:

  • mounting height;

  • head clearance;

  • actual installed projection;

  • cane detectability;

  • field tolerance.

Those conditions still require elevations, sections, product information, specifications and field verification.

This is an important example of why full-scale physical review complements rather than replaces professional documentation.

Accessible Restroom Layout Review

Commercial toilet rooms combine many accessibility relationships inside a small footprint.

Depending on the project, the design may need to coordinate:

  • entry-door maneuvering;

  • turning space;

Some required clearances can overlap.

Others cannot.

Toilet flanges, drains, supply locations and other plumbing rough-ins can become increasingly disruptive to change after installation or concrete placement.

A preconstruction accessibility walkthrough gives the architect, contractor, plumber and accessibility professional another opportunity to compare planned rough-in locations with the intended accessible layout.

The BFP print is not a plumbing layout document.

It provides an additional physical reference for comparing the coordinated information.

Counters, Reception and Service Positions

Commercial accessibility can also involve counters and service positions.

Accessibility requirements can involve horizontal and vertical conditions.

A flat print can help the team review:

It cannot confirm counter height or other vertical requirements.

Furniture Can Change the Accessible Condition

An architectural route may appear clear before furniture is introduced.

A completed space may contain:

  • desks;

  • chairs;

  • waiting furniture;

  • retail displays;

  • planters;

  • restaurant tables;

  • equipment;

  • queue stanchions;

  • carts.

A 1:1 review can include approved furniture footprints or temporary templates so the responsible team can examine the proposed furnished condition, not only the empty shell.

Texas maintains its own Architectural Barriers program through the Texas Department of Licensing and Regulation.

Projects subject to the Texas Architectural Barriers Act can involve registration, plan review and inspection by a Registered Accessibility Specialist — RAS.

The Texas program has its own procedural requirements.

Current Texas rules and project requirements should be confirmed directly with Texas Department of Licensing and Regulation Architectural Barriers.

  • TDLR project registration;

  • RAS plan review;

  • RAS inspection;

California Accessibility and CASp

California has its own extensive accessibility requirements in addition to federal ADA obligations.

California also maintains the Certified Access Specialist — CASp program.

CASp professionals are trained and tested to inspect sites and buildings for compliance with applicable state and federal construction-related accessibility standards.

A BFP print is not a CASp inspection and should never be presented as one.

For California projects, the project team should determine which federal, state and local standards apply and whether a CASp review is appropriate.

Accessibility Litigation Is Real—but Litigation Should Not Be the Whole Page

ADA Title III litigation remains active.

Seyfarth Shaw’s long-running federal-court tracking reported 8,667 ADA Title III lawsuits filed or removed to federal district courts during 2025.

That was slightly lower than 2024 but remained several times higher than when the firm began its tracking in 2013.

The historical BFP ADA page leaned heavily on litigation risk.

That is useful context, but it should not be the main reason to perform accessibility review.

The stronger reason is:

accessible design is a project requirement, a user-experience requirement and a professional responsibility.

Earlier review gives the team another opportunity to identify questions before they become field conditions.

California Unruh Act Context

California can also involve accessibility remedies beyond federal Title III remedies, including statutory damages under the Unruh Civil Rights Act when its legal requirements are met.

These provisions are legally nuanced.

Big Floor Plans does not provide legal advice and should not turn statutory-damages figures into a guaranteed “cost of an ADA mistake.”

The relevant project principle is simpler:

design, document and construct accessibility correctly rather than relying on post-construction correction.

Existing Buildings and Alterations Require Different Analysis

Accessibility obligations in existing facilities can differ from new construction.

For Title III alterations, federal rules include requirements concerning altered areas and, in some cases, accessible paths of travel serving altered primary-function areas.

The rules contain qualifications, cost considerations and exceptions that should be evaluated in the actual project context.

A tenant-improvement walkthrough therefore should not assume that every existing condition must automatically be rebuilt to current new-construction requirements.

The architect or accessibility professional should define the actual compliance scope first.

Then the print can represent the condition the project team intends to review.

Full-Scale Accessibility Review Before Slab Placement

Some accessibility decisions become especially consequential when plumbing is being installed in or under a slab.

Examples may include:

Digital proofs are typically prepared in approximately 48 hours after usable project information is received.

6. Approve Production

Typical production is approximately five to seven business days after proof approval.

Plans are folded and packaged for shipment.

Include the project participants who actually own the decisions.

There is no separate square-foot minimum.

A smaller accessibility-review area simply prices up to the minimum order.

Does walking a 1:1 floor plan certify ADA compliance?

No.

It is a preconstruction review and communication tool.

Compliance remains the responsibility of the project’s qualified professionals and applicable authorities.

Is a 60-inch wheelchair turning circle always required?

No.

The federal 2010 ADA Standards permit both circular and T-shaped turning spaces where a turning space is required.

Other standards or adopted code editions may differ.

The responsible professional determines the applicable requirement.

Does the ADA require every hallway to be 36 inches wide?

That statement is too broad.

The federal Standards generally require a 36-inch minimum clear width for accessible-route walking surfaces, with limited 32-inch reductions permitted in specified circumstances and additional width required for certain turns and passing conditions.

A hallway may also be subject to other building-code and egress requirements.

What is the minimum ADA door clear opening?

The federal 2010 ADA Standards generally require a 32-inch minimum clear opening where the door provision applies.

The clear opening is measured according to the Standards, not simply by nominal door size.

Door maneuvering clearances are separate requirements.

Can door maneuvering clearance be reviewed on the print?

Yes.

The applicable clearance can be represented according to the project team’s current accessibility design.

The architect or accessibility professional determines which maneuvering-clearance condition applies.

Can we put a wheelchair on the plan?

Yes.

A wheelchair or full-size mobility template can be placed in the proposed area as a physical discussion aid.

Can accessible restroom layouts be printed at full scale?

Yes.

Restrooms are one of the strongest applications because doors, fixtures, partitions, turning areas and plumbing rough-ins interact within limited floor area.

The print does not replace plumbing coordination or official field layout.

Can counters and reception desks be reviewed?

Yes, for their horizontal position, approach and surrounding circulation.

Does this replace an RAS in Texas?
